Fully cooked? That's damn strange.

I honestly have no idea. I've seen frozen mussels/clams before but never had the urge to buy them. If you don't post in the next week or so, we'll know not to follow your lead.

I've gotten mussels and surf clams at the Chinese store (actually Vietnamese) in Lafayette, Just thaw to use cold or if in a hot dish, add at last minute so as to not overlook. Pretty good, have them every few months.
It's also a pretty good fish market, they get in fresh frozen seafood from a connection in Houston that is frequently top notch.
