How do you folks make it? Oven roast them or grill them?

Substitute prosciutto and grill.
If bacon, I'd cook the bacon some beforehand then grill.

Use pre-cooked Oscar Mayer or Hormel bacon. Do not use Tyson's. Raw bacon never gets really crisp using home equipment.

they are good if you sear them on the grill then finish them in the oven.
Or bake them and finish them in the broiler.
(much easier if you have a convection setting on your oven)

It should not be really crisp when wrapping a veggie.

I do both. I toss with olive oil, garlic, cracked pepper, salt and whatever herb I have handy. I wrap several spears together and secure with toothpick. Those prosciutto wrapped ones with the cheese look good also.

There's no written rule that you need to wrap each individual spear. Especially if they're thin, I'll wrap a clump and eat the result like a hot dog.
