My reasoning is not for the rebuilding of barrier islands. I'm curious if a hydro electric facility could be built in that area to use the rivers flow to help create more electricity.

Also, not to leave it at the 25% opening it is at now, but a lot less flow rate that could be controlled, allowing residents to move back.

Interesting idea. I'm sure there are lot of details and various stakeholders to account for.

I'm no engineer but I would think that they want to prevent putting stress on it if they can. It's there when we need it.

The spillway gate is normally on dry land. There would be no flow through there except in high river conditions. 30% of the rivers flow already flows through the Old River structure.

Isn't there also one around the Corps of Engineer structure around Three Rivers?

I thought that's where the ORCS one is unless I'm confused?

Well so did I.

I read the link and saw Vidalia and knew there was no town around; HOWEVER, done went back and re-read that thang and saw it was stated 40 miles away. My bad.

Probably. But it would not be nearly enough to offset the economic loss of New Orleans, Baton Rouge, and most of the refining capacity of the US.

1) There already is one at Old River. It is privately owned.

2) Morganza is high and dry most of the year. The land in front of it, that is, toward the River, is prime farmland. There is usually no water available to flow through Morganza.

There are four structures there. In order from south to north:

1) Locks to let traffic traverse from Miss to Atch and vice versa.

2) The Auxiliary Structure, which is the newer flood control structure. I think it flows year round.

3) The Low Sill. This is the old one that they almost lost in 73. It flows only during high water.

4) The hydroelectric plant. Privately owned.

Not to be an arse but there are acutally five. You forgot about the overbank structure in between the low sill and hydroelectric.
