It's not about "how many players would be drafted"
its about rewarding a player for scoring a TD. Percy Harvin in this case. Why shouldnt he be rewarded?
give it to both the DEF and the player. I dont see the big deal.

The likelihood of it occurring....harvin will score a receiving/rushing td over the course of a season, he may not score a return td.

a RB might throw a half back pass for a TD... thats random....is he not going to get the points?

I bought low on Gates too in couple leagues.
