Nah. It's a mix of both.
You have two classes. PMC and scav.
PMC are players that are able use items from their stash. They are first to spawn into the game.
Scavs are a mix of AI and players. Player scavs come in a bit later and have random low level gear.

It's kinda like PUBG but it's not a battle royale and if you survive you get to keep all the stuff you looted.

Picked back up with the update a while back. It’s one of the most streamed games on twitch right now. Last time I looked it had more viewers than fortnite.

It's been streamed heavily by Summit, Dr.Disrespect, and Shroud as of late. That to me is the biggest influx point with those guys and their fans pushing it daily.
