Rules changes to college football over the past 20 years

Obviously there have been a lot of rules changes to college football in the 21st century. Some have had only minor impact, while others have changed the game significantly. Let's imagine for a moment that somehow every rules change implemented since the turn of the century could be instantly repealed. Are there any that you would want to keep? In other words, are there any rules changes made this century that you feel have actually improved the game?

To answer my own question, I would be very comfortable with having the game revert to its 1999 state rules-wise.

When a defender’s hand grazes the QB’s helmet, resulting in a 15 yd pentathlon and a 1st down is a bit much.

I think that defensive penalties are too severe. I'd eliminate all automatic first downs. If the yardage of the penalty is enough to gain a first down, great. If it's not, march off the penalty yardage and replay the down, just as you do with offensive penalties.

I'd eliminate ejections on the first targeting of a game as well. Maybe just make the guy leave the field for the remainder of the series? Or make two targetings equals an ejection?

I think making the first targeting 1 quarter. The second how for the rest of the game unless it occurs in the 4th quarter. Then it’s out the next 1st half.

While I'm not sure about the mechanics of holding a track and field event in the middle of a football game, I too would like to see the 5-yard incidental facemask penalty return.

They definitely need to revisit ejecting a player for targeting. That is way too harsh of a consequence for a kid that may be playing his last college game, like when they ejected the MLB for Clemson in the 2019 NC game. Most instances of targeting are inadvertent. Make it a 15 yard penalty and automatic first down, and only eject repeat offenders.

Id like to see touchbacks come back to the 20, but maybe allow fair catches inside it to come to the 20.

If a player gets injured he should have to sit out the rest of the possession.

I think this would put a big dent in the fake injuries to slow down the fast offenses.

I also think updating the intentional grounding rule to be in line with the NFL was a good change

I don't remember this one. What was the previous rule?

It seems like the criteria was subjective. Now they determine whether the QB was out of the tackle box and if the ball crossed the line of scrimmage, which is what the NFL does. I don't remember that happening in CFB 20 years ago.

Just make it similar to how soccer has a yellow and a red card. First offense is a yellow card, + Penalty yards, next offense is a red card + Penalty Yards + suspension. Easy.

Instant replay is a big one. It was so frustrating watching games where there was a blatantly wrong call knowing that there was zero ability for it to be overturned. Now, they've gone too far with it, but it's still an improvement over what the status quo was before replay.

They also made some changes to the clock running which was meant to shorten the game (offenses adjusted to minimize it). I think they should have gone farther, so I think the status quo is better than it was 20 years ago. They also eliminated the tv timeout where they would TD, timeout, EP, timeout, kickoff, timeout. Now, they do no more than one tv timeout in that sequence.

I like having a playoff. I don't think the current playoff system is optimal, but it is definitely an improvement over what we had before.

I liked the addition to 12 games, though I would not hate going back to 11 IF they eliminated games between FBS and FCS AND we got an expanded playoff system in exchange. Otherwise, I like there being 12 regular season games.

I like CFB adopting similar rules to the NFL regarding fair catch/fair catch interference (as opposed to the dumb HALO rule), pushouts, and intentional grounding.

For targeting, make them play 4 plays 1 man down.

A penalty box.
