No, that was Ara Parseghian who decided to retire. They hired Dan Devine from the Packers.

Most in history have all resigned or got pushed out and retired.

Gerry Faust, Bob Davie and Ty Willingham got fired.

Rockne died
Frank Leahy quit to be an NFL GM
Ara Parseghian quit (or was pushed out because he was approaching Rock he's wins) and went into broadcasting
Lou Holtz was pushed out despite having a lifetime contract as he was approaching Rockne's wins
Kelly leaves as he was approaching Rock he's win total (ND doesn't his vacated wins.)

There's been a long-standing theory that ND won't allow any coach to surpass Rockne. Its not surprising ND didn't put up any fight to keep Kelly.

Not a chance. If anything they'll think, "Kelly couldn't get us over the hump because he got away from what has traditionally worked at Notre Dame!" and undo the few things Kelly was able to get pushed through to try and modernize the program. Those people are attached to their past in the same way Jimmy Hoffa is attached to Soldier Field: they are buried and suffocated by it.
