Who knows, but the quoted article specifically says "income."
Thing is, that's sort of surprisingly high if "income," but it's shockingly low if "net worth." So, I'll go with the guy who says it's likely bullshite pulled out of someone's arse.

When they say “income”, are they including people who are sole proprietors or in a partnership to where all the money is considered personally earned even if it goes back into a business?
If I own a convenience store which has revenue of X amount and it is a sole proprietorship, would I be considered making X or making X minus the costs of business such as inventory and operating costs?

What parents make shouldn’t matter when it comes to TOPS. It is based on the kids merit. If they want to have a smaller number receive then make the requirements higher than just a c student.

Collis Jr is the one who has contracts everywhere.
There should still be an investigation of any businesses Collis Jr has that Collis III has influence over with regards to legislation but he isn’t directly benefitting.

Yep - same here - we homeschool so i told her she needed at least a 22 for the lowest award

But seriously, I thought TOPS was not means tested or income based.
If the point is to keep them in Louisiana, then you have more of a chance at keeping someone with resources and means in Louisiana...right?
I've always heard that the purpose of TOPS was to combat Louisiana's "brain drain." Not help po folks.

The students weren’t millionaires but they earned the grades. When I was a student I didn’t qualify for financial aid because my parents made to much money. They paid $0.00 of my college education, I had to work my way through school. Unless parents are required to pay the students tuition, I don’t see how parental income plays into this.

I’m in the fortunate situation of making too much for my kid to qualify for Pell but, not making enough for it to not be a burden. Kid is a junior this year and has received TOPS each semester since his freshman year at LSU. He lives in one of the frat houses but, that’s actually cheaper than the dorm. I’m paying around $8,000 a semester out of pocket plus summer. I could do a whole lot with an extra $20K a year.

In the early tops years, if I recall correctly, you had to be like in the top 10% of your graduating class and have like a 25+ ACT. Not impossible by any means, but not nearly as lowered as it is now.
Standards were lowered to the point damn near anyone who puts in even a half assed effort qualifies.
