Thanks for posting the article. Law required her to request it. The political folks around her told her she would look weak if she did it. By the time she did it, the city was 6ft under and thousands dead. She received bad advice from incompetent people.

its more than bad advice. LA. citizens pays taxes like 49 other States.
to delay asking for the services that are anticipated in an emergency for political theater is criminal
