Louisiana gets $6 billion over five years for roads and bridges

Not a cent. Baton rouge will never get a widened interstate or new bridge.

The I10 border with Texas will always suck.

About 40% more than is budgeted.

You are assuming that they will actually be built to completion. This is Louisiana we are talking about.
