In theory, yes. But that is probably not how it will work out. If Johnson is the starter I think most would assume Brennan would go elsewhere for his final year of eligibility.
Then you have the situation where Johnson and Nussmeier are essentially in the same "class" due to Johnson getting the extra year of eligibility. History has showed us that QBs, not just at LSU, don't really like to wait around for their shot. If Johnson is the starter it is possible Nussmeir stays this season as the backup...but decides in the offseason he doesn't want to sit behind a guy with the same amount of eligibility as him.
I understand why Holstein decided to go elsewhere with Howard already on board. And the transfer portal seems to allow you to quickly grab a QB if you need one. But I think the days of the natural QB progression like you stated above are over. Guys just aren't apt to wait their turn anymore.

I think Johnson will be the starter and Brennan will stay. Let's say Johnson opens camp taking the 1st team reps ... What school could Brennan actually transfer to in the middle of Fall camp, learn the system, and be named the starter in a matter of a couple of weeks? Nowhere.

Nuss is in a tough spot with Howard coming in. It will be interesting to see if he sticks around. The Walker Howard hype will be enormous.
