Sen. Susan Collins (R-Me.), coming out of a meeting with the group, told Forbes there is “a framework of an agreement,” adding that while there are still “details to work out,” she is “optimistic we’ve had a breakthrough.”

Collins confirmed that the senators have been invited to brief Biden at the White House and said it is “important” a deal is struck before the Senate breaks for recess on Thursday.

Sens. Joe Manchin (D-W.Va.) and Mitt Romney (R-Utah) told reporters the framework is just under $1 trillion over five years with $579 billion in new spending, around what the group initially proposed.

The senators also said the plan is fully funded for after pay-fors became a key sticking point in negotiations, but the payment structure remains unclear.

White House press secretary Jen Psaki said in a statement the group “made progress towards an outline of a potential agreement,” confirming the Thursday briefing.
