A Duke Energy employee who saw some of the tubers called the situation in to 911 Thursday afternoon, Cates said.

I’m guessing the river was really high and they got stuck under it with the current, still not sure how that happens though

The undertow at bottom of dam caused then to not be able to surface if pulled them in. It either will spit them out to late or they are still stuck under dam held by water swirl.

Sure, if it’s just a straight up fall into water.

But over a dam it’s likely not. As others have said you’re likely to get sucked under.

From your article, I'm guessing this is what happened to the tubers:

Swimmers can get trapped in the current if they get too close and the current will keep pushing them underwater, causing them to drown.
