I think Sandy Springs was unincorporated like Central or St. George in Louisiana.
Baton Rouge is absolutely being unreasonable in their position on a neighboring unincorporated community seeking incorporation. Communities incorporate into their own municipality all the time. That's not really controversial despite what the media and the city of Baton Rouge says. If they had annexed the area decades back, their position would make sense. But they didn't, so it doesn't.
Buckhead is a different scenario if it's actually part of another city. I don't think I've seen a place de-annex before outside of the Memphis area. Is there any legal precedent for that in Georgia?

It was unincorporated. Part of that was that the bars could stay open much later than Atlanta.
FWIW I think Buckhead secession would be terrible for Atlanta. I mean, do you want Atlanta to be more or less like St. Louis? Incorporation absolutely gutted that city.

Pretty sure Sandy Springs did the same a few years ago or so.
Edit: Guess I was wrong about Sandy Springs but I swear some other ATL area community broke off from the city a few of several years ago. I believe it was wherever Herman Cain lived and he was a big proponent of the split.

Sandy Springs was unincorporated and never a part of Atlanta proper.
