Nobody can answer this because there has been zero transparency, which leads me to believe there were no verbal orders.

Unless the orders were "drop the gun" or "drop the knife" and Babbitt refused to drop the gun or knife COMBINED WITH a threatening move toward the shooting cop......lest any of those factors were present, bad shoot.

No different than a clearly unarmed suspect breaking and running away from an officer despite officer's verbal commands to drop to the ground, no justified lethal force there either. Honestly I can't believe this type scenario is even up for debate in 2021.

Of course there were no orders. Five frigging uniformed police were standing 10ft behind her. They said nothing! They did nothing! They ordered nothing!
