Am I reading too much into this statement, or does this sound like they don't emphasis sacks as much and would prefer players that will consistently get in the backfield and disrupt the play over the guys that avg 1-2 sacks a game.

I think that is fair and probably a smart way to run a defensive front. Everyone wants that DE that can take over the game with his pass rush, but you want guys that can dominate the LOS every down and earn that 3rd and long QB feast. So if you can take the OT and push him into the pocket, get into run/throwing lanes, it affects the offense in the pass and run. Then you pull out your best moves to get to the QB as a pass rusher.

100%. Cam does this far more than he gets sacks. The speed off the edge guys just don’t get enough consistent pressure compared to guys that can push a tackle back and get in the QB’s face. Tackles are molded to move side to side to stop edge rushers lately, not strong to stop bull rush. I think we’re looking to be trend setters in this regard, and that’s why everyone looked at Turner so differently - he doesn’t fit the edge rusher mold

Honestly I thought the same thing. They would rather be in your face the whole time and get you uncomfortable over having one or two highlight plays.
