How does Louisiana attract more white collar jobs?

New Orleans hasn't been the economic driver the state needs it to be in this area in at least 30 years. College graduates in Louisiana get snapped up by companies based in Houston, Dallas, Atlanta, and even Memphis while Louisiana experiences a brain drain.
How do we fix this?
DXE and IBM were good starts, but so much more is needed and in a wide variety of market segments. Tech, manufacturing, forestry products, finance, etc. - we struggle to keep any of it around.

Try not having every state health and education ranking as the worst in the country while having high crime rates in the major cities as starters.

Your biggest city is sinking and the second biggest city is a government based town.
Neither seem to be run with political leaders that want to encourage private sector growth.

It's an attitude shared by many in Louisiana. And it's part of the problem IMO.

Be less corrupt. LA is notorious for trying to fleece companies that want to open offices there. Companies are bombarded with demands for greasing the palms of every politician and government stooge from Governor all the way down to dog catcher.
Add in the high crime rate, lack of infrastructure, and ugliness of the cites (compared to other parts of the country) and why would anyone want to build there?
I've said it many many times here, Louisiana will never overcome its corruption because it's too ingrained and the people are too nice and easy going to do anything about it.

But Grand Rapids and Battle Creek do?
Kellogg is based in a city not much larger than Monroe.
There are more Fortune 500 companies in Memphis than in the entire state of Louisiana. MEMPHIS.

Build some white collar entertainment, public schools worth attending, and cut down the crime rate. Overhaul old boy politics.
Stop ranking in the bottom 3 in every positive category. Be better.
Also, stop throwing all your trash out the window thinking it’s going to magically disappear. Anytime someone visits, the first comment upon returning is how everything looks so littered and trashed.

The biggest reason I left was the threat of hurricanes. Not sure what you can do about that.

We have to massively overhaul our tax and livensing structure to make operatimg here less expensive, cumbersome, and difficult to navigate. Our tax code is full of credits and loopholes that allow very large companies to pay very little, but getting them requires major accounting shenanigans and bribes, essentially, to state and local government officials from local school board members all the way up to the governor.
The juice isn’t worth the squeeze with Texas next door and Florida just s few hours down the road.

You see it every year with Tulane graduating classes. The kids leaving school typically love New Orleans and are wanting to stick around, but you come back a year later and all those hopes are dashed and the few remaining are either in grad school or are wasting their bachelor’s degrees in hospitality industry jobs.
