Well it would fine anyone with a handgun in plain sight regardless of whether the vehicle is locked or not. I guess he expects the already understaffed SPD to look in people's vehicles while they are parked then wait to issue a fine.

I think I agree with the intent to keep people from being reckless leaving their guns in cars, but I don’t see a good way of even monitoring this. I like John but I’m not sure how I feel about this idea.
