Almost. What he really wants is pipe thread sealant, specifically one rated for PVC fittings like #5 Rectorseal or Tru-blu. Do not use a pipe dope that is bulked with shredded or ground teflon fibers, basically anything that isn't a very fine paste is what you want to avoid. Teflon tape/dope is more to lubricate metal fittings so they can be properly torqued enough and you are not likely to have the muscle to bust those fittings. Lubricating PVC pipe threads makes it easy to over torque and break them. With DVW threaded plugs I'll use silicone grease though.
