I haven’t lost power or water once in 7 years. If a blackout occurs it’s likely not in the larger cities but in small towns in the state.
But to answer the OP, it's because buildings, roads, etc. are designed to withstand this type of weather, and there is infrastructure in place to handle major snowstorms. Hell, there are plows out on the roads clearing things out mid-storm.
For very understandable reasons, Texas doesn't have those systems in place, and buildings aren't built with that type of weather in consideration typically. It's not rocket science.
