Hate to say it, but Phil Mickelson. Guy has 45 wins and 5 majors, but he should have 70 and 10. 5 US Open Runner ups. A couple of runner ups in each of the other majors. Countless blown tour wins. Probably the most naturally gifted player in the history of the game other than maybe Byron Nelson or Sam Snead.

The name that belongs here is Fred Couples for both. Fred is a hall of famer. He has 14 official wins. So, Phil has 3.5 times as many wins.
