It's not just solely about Trump voters like you, they have to make sure moderate and GOP voters that voted for Biden show up in the runoffs to vote for them and signing onto Trump's screeching about a rigged election system would've alienated them.

the ACA was a law passed by congress

taxes are also a Congressional act

The President just has the power to veto those acts
