A) Somebody in the neighborhood was "in on it", but Rudy didn't bring any gunpowder, or
B) Rudy's team booked a conference room at The Four Seasons (landscaping, oops)

History may reveal the Rudy et al. were so worried about exposing any evidence without due process and having said evidence not admissible in court of law, they completely ignored the court of public opinion, which was crucial in this circumstance.

I still have trouble believing that so many infrequent voters actually took the time to fill in and mail those ballots. Most people let mail pile up. Infrequent voters would seem to be the ones to at least let that piece of mail wait on the desk indefinitely.
