It's most likely so they can arrest and detain people as a police officer would do, in a riot situation.
Not sure a US soldier can arrest a US citizen on US soil, but a marshal sure as frick can.

When the Antifa/BLM rioting starts they can eliminate the Dem DA's doing a catch and release.
Additionally, there are likely compromised state officials that will also be rounded up along with the DC swamp rats.

Cannot make arrest. Can restrain if situation is warranted. It is like a certification to work with the LE agency.
