I found a reference to "ENCO Baton Rouge" online at the Federal Energy Regulatory Commission's website.

It was originally built by ENCO's parent-company Standard Oil & opened in 1909.

Building is still there and still the main office of the refinery.

Interesting tidbit.. see the circular shape on the roof? The building was designed to look like a ship, so that in a blackout during an air raid, enemy pilots would get confused.

This would cause them to bomb the population to the east, rather than the refinery.
