I think you have a president that was essentially going to be removed by his own cabinet unless he gave a "concession" speech. A president that is largely unpredictable, known to make rash decisions, definitely doesn't appear to be stable. And they are concerned that he may try to fick up a lot of stuff and cause trouble over the last 2 weeks. They want to remove him, hand over the keys to Pence, and have him just keep the motor running until Biden takes over.
