So do y'all view the game as silly gifts, regular nice gifts, or do you see it as both and make sure everyone knows which one it is beforehand?
I've given a santa sack with 40lb of Reese's in it.
40lbs of Reese's big cups.
Think about the implications of that
People were scrambling over it.

The very ones. I've seen these used as dirty santa gifts a few times and people go silly about trying to keep them...I guess on the chance they have a "winner"

Both families I have done it with were nice gifts
One was 50.00 & guys bought guy gifts & girls bought girl gifts
It was a large group so it worked
Other has a 25.00 limit & is difficult because ages range from 20-66

The 1st year my family did the game I bought one of those gag boxes off Amazon
Filled it with scratch off tickets & a bunch of different chocolates
The family member that got it works for the state & is not allowed to gamble in Louisiana
They kept the candy & gave scratch offs to kids
I felt bad so now I just do liquor

Pretty sure it’s because they are a CPA for the state & has to do with the fact that they do audits of multiple agencies, I don’t know specifics
They aren’t anti gambling & do it on vacation out of state

I did scratch-offs once too and the person who got it didn’t win on a single one, so they went home empty handed. I felt terrible and decided I’m not doing dumb gifts ever again.
I played the game with 9 of my girlfriends last week and told everyone ahead of time to just buy something you would really want for yourself since we are all women around the same age. Worked great. Every gift was awesome.

Dirty Santa = gag gifts or adult depending on the crowd
White elephant = decent actual gifts

Know your audience, and communicate the idea of the game beforehand. I've played some before with nicer items on a $35 limit, I've played some with a $10 limit, I've played some with bourbon, and we've even played where you do not buy anything but instead take something, literally anything from your house that you don't want or use anymore that you would otherwise throw away. You'd be surprised at the crazy stuff that gets brought to that one, and how funny it was watching some people actually want the shite others were literally trying to get rid of lol
