Skimming over Roberts dissent right now.
He's siding with the liberals over a technicality rather than the broader context of the case. He pulled the exact same aggravating nonsense with ObamaCare, DACA and the Census case.
Absolutely par for the course for him and a great demonstration as to why he is completely untrustworthy. Always looking for a way to weasel out of making the tough decision.

Didn’t Robert’s dissent because the issue was moot since subsequent orders allowed for a lot more occupancy in church?

If it actually was a tough decision, it would make more sense. This was not a tough decision. There is the Constitution, then there is everything else.
