Now that I'm thinking about it, aren't migratory waterfowl federally managed? Would that fall under some sort of federal wanton waste law if one exists?

I end up with a few deer shoulders/hindquarters every year from vendors/coworkers as well. I usually toss a couple roasts or bags of ground meat their way. Even if I didn't hunt I could make sure a good portion of what I eat was wild game just from me mooching off of folks who don't want to deal with their meat.

I bet it is Federal. I am guessing USFW agents are pretty tough on something like dumping birds.
