ASKING FOR HELP regarding an accident with a police car

I have a question regarding an accident with a police car and if anyone has an experience with it, I would really appreciate the help.
A cop hit my friend's car from behind. The policeman gave him his name and an incomplete report and rushed to a crime scene.
Now, here is the question:
Police cars don't have an insurance. State pays for their car crashes and the policeman told my friend that he should talk to his own insurance and the state pays the bill to his insurance (quite complicated).
He talked to his insurance and since he had collision coverage, they asked him to pay the deductible if state pays them, they will refund him. They also mentioned that 1) it is highly probable in these cases that they are not refunded by the state, and 2) it may increase his insurance rate (although the accident wasn't his fault!)
So, in this relatively complicated case of an accident with a cop, if the cop is at fault, what should the victim do? Pay the deductible and hope that everything goes well?!

I do not practice down there so the only advice I can give is see a lawyer. Up here there are questions of immunity and if you get by that whether you need to prove gross negligence rather than simple negligence if the officer was on an emergency run.
If it's just a property damage claim I would just let my own carrier pay it. If they want to pursue a claim against the police they might include the deductible.

Isn't this just an oft-repeated myth, like when teachers used to talk about your "permanent record?" I'm not a perfect driver, but I've never had my rates changed unless I changed ZIP codes or vehicles.
Insurance rates are based on mathematical algorithms and shite. The fact that some knucklehead backed into your Yukon XL at the Brother's on Gause Blvd (or whatever) is just noise.
How is this even supposed to work? I have a yearlong contract for insurance and it just automatically renews at the same rate.

Have you ever tried dealing with Louisiana government workers? I'm typically anti lawsuit, but probably worth it to just get an attorney.

I know your friend wasn't black. If he was, he would have been dragged out of his car, beaten, and then murdered by the cop.

If you choose to use your collision coverage your deductible will most likely* apply, no matter who is at fault. Should they collect subro from the self insured fund for the cops, his insurance would refund him.
*Some companies will waive it if the at fault company accepts liability, or if you are in an accident with another car insured by your company.

Unless a municipality has elected to get commercial insurance, they are self insured. One can't enforce a judgment against a political subdivision unless it has appropriated funds to pay judgments. Since none do, you get a worthless piece of paper.
