I agree with this. The more hard work and personal investment an individual has in any project, the more commitment, time, and effort they will put into it. From personal experience, people who have nothing on the line in a business venture can do the most damage to it. The initiative should come from those communities, not be given to them. It is the same reason why many local charitable or community-based initiatives that get wrapped up with national advocate groups (like the NAACP) end up losing their way. The individuals who started it, who had a vested interest in the community are often pushed out, or their leadership roles are diminished. They lose what motivated them.

If myself and a black man walk into a bank together, I get offered a cup of coffee and the black man doesn't, an actual banking rule has been broken. That's how serious the feds take lending discrimination. The real concept is to get bleeding heart white liberals to invest their money into this bank, with the full intent of hard working black business owners having access to that operating cash. What will really happen is someone in the middle getting rich while whitey and the black business owner get screwed.
