Posted this is the other thread but seemed more applicable here:
LDH spreadsheet only has totals through 9/2 for each Parish.
But from 8/20 through 9/2 the following Parishes were under 5%:
Bienville
DeSoto
East Carroll
Grant
Jeff Davis
Orleans
Ouachita
Plaquemines
Sabine
St John the Baptist
Again, that data is a week old but it's the most recent I could find
