Yes, it is. WW "made an offer." He bragged about it. There is no doubt about what he was talking about. The "act" of making an offer is a violation of NCAA rules. You must be dense.........The NCAA does not need/require "proof." The NCAA is not a court of law. They already have a lot of circumstantial evidence against WW. BTW.....many, many, many people across the US are CONVICTED with only circumstantial evidence.
