Why is this still a surprise? Its a useful procedure to keep certain demographics down. It's also useful to keep those that put out in the pool. Its all been hidden under the feelings of "but what about that one..."

Why the black population, at-large, doesn't see that RBG, speaking as "we" was speaking for the Democrat party. The Dems don't want the blacks to be so large a group that they splinter and become a political party of their own, which would decimate the Dem party forever.
