While we can't be sure of it's applicability in this case, what you're in effect saying is that citizens have no role in the protection of life, liberty or property. Ours is to be passive and to depend entirely on law enforcement for that defense.

Tell you what. Given the video, paint a scenario for us that justifies the actions of the two guys.

You can protect property with deadly force when you’re both on the property. Once that dude is fleeing and no longer a threat to you physically, you can’t use deadly force. Deadly force is only for combating deadly force. Chasing down criminals is for police.
