Some states/municipalities are suggesting they open things up but you have to sign your name and phone number every time you go somewhere like a bar.
So if someone tests positive for COVID19 and says they went to an establishment, they can trace all the people they may have had contact with and ask them to get tested and isolate immediately.
It will actually work to stop the spread, but the question is do you care if it spreads to people who went to a fricking bar with other people on their own volition.

Doubtful given where we are in the spread already. It probably could have had an impact if enacted 3 months ago, though back then it would have been seen as an extreme measure.

Nah, it'll help stop the spread for sure if done right, especially with rapid testing now. Letting people know they were in contact quickly so they don't spread it to others is a time tested way to stop the spread of anything.
A vast majority of the country still hasn't been exposed.
However, if you go to a bar and are in the vulnerable population, you should suffer the consequences. If you go to a bar, then give it friends or family that are "vulnerable", you're a POS.
I personally don't interact in close quarters with anyone I know that is "vulnerable", so I will be at a bar the minute they open up
ETA:
For the record, I'm in the "open this shite up now" camp.
Contact tracing just works. Honestly, they should do it with phone apps, but I doubt people would agree to it.
