Being that many of the tops recipients haul arse to Texas or elsewhere I think it may be time. I read somewhere that only 30% of LA’s population has a bachelors degree. Pretty pathetic considering free tuition and all these state funded universities.

Yeah I’m so glad I’ve funded everyone else’s education

Tops will still be there. It is not even being discussed as a possible cut to the budget.

I know lots of people that have no children and will not any but have paid into the program

The problem with tops is it never helped those that really needed it
It won’t go away with Edwards but it will likely get reduced or cut in some capacity

I don't have a problem getting rid of TOPS. The problem is that the entire university infrastructure in the entire state is built around it, good or bad.
TOPS has taken the place of many scholarships, so if it's gone, there are no scholarships to take it's place, as there were in the past.
College tuition, fees, room/board, etc., are all outrageous due to TOPS. Are they going to cut those without TOPS? My kids paid more in fees above and beyond TOPS than I paid in straight tuition prior to TOPS.
It would cause a bad domino effect in student housing, especially in Baton Rouge. Lot's of apartment buildings around LSU would turn Section 8 if students have less disposable income. That's not the goverment's responsibility, but just fact that will happen.

Can't lose. TOPS stays in place and kids go to college cheap in Louisiana or TOPS dissolves and kids get out of Louisiana faster.

I think these are some good points that the state could do. What blew me away most coming to LSU was learning about TOPS that basically anyone who wasn't brain dead could get it and they gave it to everyone. Like it or not it should be preferred to those from lower socioeconomic backgrounds.

it should be both ....which i actually think was the original objective... requirements expanded both income and academic wise as politicians used modifications to buy votes...
i still remember the first amount in the budget for TOPS....it grew very fast to become the gorilla in the budget it is now....

Agree on all of these points. This would be a great time for the state to use change the requirements for TOPS and incorporate a post graduate "stay at home" requirement that would need to be fulfilled by the TOPS recipient. However, concurrently, we also need to make sure we have jobs in the state for graduates of TOPS programs, which would probably need corporate tax breaks to be achieved. If travel/tourism (festivals, conventions, etc.) will be less profitable for 12-18 months and oil prices are below $40/bbl (being generous using the 12M strip for WTI), this state is going to need to diversify its revenue base (legalize and tax weed, allow for sports gambling, and try to bring in other companies to employ TOPS graduates). Unfortunately, it is a long-term play and that will be hard to accomplish.

Why these are the MF'ers that are going to get high and drunk every day on the 1st year of their free ride and flunk out never to return and the tax dollars we invested on that POS are gone forever.

Why? I bet if you did the studies it would be way more beneficial to the state to just make it based on stringent, rigorous academic requirements....I'm talking 3.8 GPAs and 30 ACT scores to even get looked at.
