I'm in the same boat. My daughter was going to get some money. Now that will be gone and tuition will go up.

No. That is largely propaganda by Jindal and LABI.
The legislature creates the budget and decides what programs should exist and what the expenditures should be for each program. Some revenue sources like licenses, fees, gas taxes, gambling revenue, etc must be used for specific programs but the legislature ultimately decides where the priorities are. They can set aside a rainy day fund with those cost-savings but they can't just return the money without also passing lower taxes or refusing to renew taxes.
The constitutional protections everyone talks about simply prohibits the governor from just willy-nilly cutting programs without the legislature's approval. Many billions of dollars could be unlocked if the legislature would do their jobs.

I feel it's good program that needs tougher requirements.

The legislature can cut A LOT more than just healthcare and education.
The governor cant. Do you really want JBE to be able to arbitrarily cut programs based on who is nice to him and who isn't? What would be the point of the legislature if that were the case?

Cuts will probably happen in Student Affairs division (Orientation week, SGA, Student Rec, Greek Life, etc) for sure and with maintenance. Staying online for the fall would eliminate some salaries, utilities and operating costs.
Another question is when does LSU and other state schools file a notice to furlough employees to cover this worst case scenario?

Edwards exempted those two because tax payers were more likely to emotionally oppose cuts which in turn has historically made it easier for the legislature/Governor to raise taxes. If the DEQ was part of the non-exempted equation then the support to cut that agency would be acceptable by the tax payers and it would be dismantled in 1 second so they used to the two emotional items to cut.
It was a brilliant plan that Edwards implemented because its worked flawlessly.

That's not a constitutional problem. That's a legislature problem. At least this governor calls special sessions to let the legislature sort it out. (for better or worse)

This is so dumb.
The legislature can cut DEQ if they want to. There's nothing in the constitution from preventing that.
It's ironic that this board believes the constitution is set up this way to make the governor powerful when in reality it was set up to weaken the governor and to prevent a tyrant from usurping the legislature.

In today's government, there's very little SERVICE for your taxes. Too many unfunded government retirements and benefits to pay for. One can retire in their 50's when a lifetime government worker, sometimes even in their 40's. Government workers should absolutely be NON UNIONIZED and should have to work to 62 years old to retire. After this fiasco of the virus it's time to DEMAND government be cut down to size. They don't have to fund non profits, they don't have to have 400 different entities to fund. Cut it in HALF !!!!!!!

No, I asked why we needed special sessions for budget setting and why does it seem like every time we have a special session taxes go up. I never wanted the abolition of the legislature and if we are going to arbitrarily set what a governor CAN cut while excluding others, we may as well just make it that the governor cannot cut anything as the way it’s currently set up is so that the only things cut are the most impactful/most felt

I think there should be a new constitution, but the state legislature will have to pass it quicker than they possibly can organize and understand where all the budget money goes. This cannot be a quick process aside from putting all restricted and non restricted money on the table and deciding what to prioritize.
Secondary, the main tax revenue source come from sales tax and this is far less stable than a property tax. Changing this would be a major battle that our legislature lacks knowledge and conviction to change.
LA will feel the impact of this for years without Feds sending funds.
