Reduction in work hours - able to use vacation time?

If your employer has implemented a reduction of hours where you are forced to take unpaid leave, are you allowed by law to use vacation days so you can still get paid for those days? This is a private company.

I would assume it depends on the manner in which your company grants PTO. Do you accrue hours or do you “get” days every year given to you by your company?

I don't believe so as accumulated personal leave enters some limbo state as it bumps up against rules governing furloughing/laid off/reduced hours and the likes which trump your individual circumstances (wanting to use leave) as I have come to understand
