Can we make an assumption all 11451 tested exhibited symptoms and had a doctor's note?

So we added almost 3K tests/a fourth of total tests in one day? Of course the numbers are going to go up when you dump that many tests in a day.

So, 9,656 people, or 84%, of the sick persons who got tested are ill from something OTHER than COVID-19??
