I wouldn't be so quick to jump to that conclusion. You have to remember that Trump needs to balance his own opinions and plans about what the country should do to not only get through the crisis but also heal, but he also wants to reduce public hysteria and worry over the words that he says regardless of whether or not they are happening and how they were informed.
It may very well be that Trump, all along, has been slowly increasing the window of measures that will be put in place in order to control the reaction the American public may have towards them to avoid mass panic. Honestly, I think it's quite impressive what he's done and if you look at it from that perspective it's really not too far off from what probably actually happened.

And it fricking shouldn’t. We see what is happening in New York, if we want to ignore this that’s going to be every major U.S. city.
Setting a restart date as fun as it sounds will just send stupid people out with complete disregard and put us in a worse place than we were a few weeks ago

it's a small piece of land with millions and millions of people living on top of each other...colder climate
lots of international travel

Politically, he has to give himself flexibility.
If he sets a hard date and it doesn't happen, he will be reported as having "lied" or "failed", etc.
If he says it may not happen, and it does, it looks like a win.

So why say anything at all at this point? I get trying to be positive but it seems like it just adds to the confusion at this point.

Honestly the national actions are not as damaging as the state and local actions. And each state needs to figure out when to change their protocols.
