Yes, beef stew is always served over rice. In fact, is there any stew that’s not served over rice?

ETA: Let's be honest. I'm from south Louisiana and if I have rice and nothing to put over it, the cat is in danger.

Google beef stew (images) and you won’t see any pics of it over rice

There’s a couple over mashed potatoes which is even weirder

Who eats chunks of potatoes over mashed potatoes

We grew up eating beef stew over rice. My maw maw used to make chicken and dumplings served over rice. I told my wife this and she thought it was very odd.

I haven't seen that one too many times but I thought that's the way it was served until I was in my 20s

Depends. If its traditional pot roast stew with potatoes, carrots, onions, mushrooms, etc.. Then no, that's served in a bowl, as is. Since you have potatoes, you don't need rice.

If it'a cubed chuck roast cooked without the potatoes, with more or less Louisiana seasoning(vegs), then I'll have that over rice.

I have beef stew in the instant pot and a pot of rice on the stove right now.
