A line that size feeds a LOT of customers. They won't just shut it off unless they are positive the failure is catastrophic and can't be repaired online. When the water pressure in a main drops, they have to treat and sanitize all the lines that lose pressure as a result; the drop in pressure can result in tainted water being back-siphoned into the supply. For a main this large, that can be a tall task and involve a lot of water line. On top of that, there's all those customers and the loss of service issues.
That said, this looks to be firmly in the "catastrophic failure" category.

Yes, I saw the leak. It is fricking massive. They are going to have to completely shut down the system and then probably do no telling to get an excavation to make that repair.

Hotels all around NRG are out of water and they just rolled through the cook-off telling us to conserve water because they didn’t have anymore.

Probably trying to figure out all the iso points. Have to imagine they are going to kill water to a decent sized section no matter where the other valve is.

6 to 8 hours for the pipe to drain and then repairs start. Boil for 24 hours. If the pressure can get back up I would think they could then flush toilets and support fire & safety systems. No idea if the stadium has it's own filtration system though.
