Water main busted. Major flooding cars under water and boats being dispatched to rescue. Neighborhoods in danger as well.

It’s not even raining or hurricane season and Houston is underwater. That’s something you’d expect in NOLA, not Houston.

I don't understand how THAT much water can pour out before some secondary/emergency cutoff protocol goes into effect. Or am I thinking too fancy with this stuff?
