The clean up Krewe needs to check people's identification. If they don't have a New Orleans address, they should have to pack up their shite or it goes in the dumpster. N.O. tax payers should be the ones able to stake claims on neutral ground

I think this all comes down to reasonableness and being decent. I think everyone can agree that leaving your stuff out unattended for hours and then showing up just before the parade isn't right. Setting your stuff up hours before, staying with it or just hanging out every couple of hours no one has a problem with.

I totally agree. No one should thin they can stroll up as the parade starts and get primo spots. I recognize that some people do try that, but from my experiences over the last 35 years, I do not find it to be anywhere near the norm.

Not everyone. Lnchbox thinks this is stupid and a waste of time.
But I agree with you.
The problem is, as we all know, too many people aren't reasonable and decent.

How far in advance should someone be allowed to stroll up and claim a primo spot?

I pay a homeless person $20 to sit in my spot. They have been claiming the corner of St Charles and Napoleon for the last 6 months. Worth it.

I liked the 24 hour rule last year personally. You are of the opinion that most abused it and left stuff out and didn't show up til last second.
I'm of the opinion that most people don't do it that way. We aren't going to agree, so let;'s just call it a day.
