Found it. Nothing racist in the speech. Just pragmatic law enforcement, though I personally have Constitutional concerns about Stop and Frisk. Sure, plenty of Dems will not like that he said these things.
The interesting development will be seeing whether Bloomberg tries to walk it back or whether he will own it.
