This phrase demonstrates the rampant subjectivity of how the NFL officiates its own game. Whenever you have a competitive sport that is officiated, not by the rules, but, rather by subjective personal interpretation of the rules that changes from game to game, you invite questions with regard to the competitive integrity of your game.

The NFL is fine with all of this. They have no intention of removing the subjectivity and inconsistency WRT how their game is officiated.

Who knows their motive? Some say that they like to manipulate the game itself via the officiating, so, the inconsistent subjectivity of their officiating creates the window for this manipulation to occur.

Is the NFL "fixing" games? Is the NFL "rigged"? That's what some fans say, and they are often roundly attacked and dismissed when they make these accusations. But ask yourself a question: Who created this environment that allows the competitive integrity of this game to be legitimately questioned? The NFL. The NFL did, and, they have no intention of changing the environment.

Why? The game is now reduced to a paradigm in which the comment applies: "it's a penalty by the rule book but that should never be called". Why is this paradigm tolerated by the NFL? Why don't they try to fix this problem?
