Was speaking in regard to state income taxes. Most people are also paying state sales taxes, this is correct.

It definitely was. I started college in 06 and while I don't remember the exact TOPS requirements at that time (because I was never in a situation where I had to worry about the min requirements), but I believe it was either that or something similar. For some season 18 or 21 ACT sticks out in my mind.

Yes.

I've agreed every time you have posted that a better system would be to lower taxes and remove TOPS altogether.

On a small scale, we have JC and if you live in the county and have a 2.5 and a 18 on the act you get free tuition. People started there when if it wasn’t available would never start. This idea welfare is bad is wrong. It’s to help people . Some abuse it. In this case it’s an opportunity to better themselves. If a family has money but their child qualifies, so be it. The state needs to run better in other areas

If you went to LSU prior to the TOPS era, no, you didn't. LSU was HEAVILY subsidized by the state legislature from the time of Huey Long all the way up until Mike Foster, and then Jindal came along and gutted the last of it. But you ABSOLUTELY got a better deal with way more "big government subsidies" than TOPS gives, even if you paid "full tuition" at LSU prior to the 90s.

Government forced welfare through taxation is wrong.

We could end all welfare tomorrow and those that were on it wouldn’t die. They wouldn’t go homeless.

The private sector would pick up the slack and do a better and more efficient job than the govt could ever hope to do.

Then there shouldn't be any school debt or mountains of school debt as you hear most bitch about if this were the case.

That's because the concept of welfare has been abused for political purposes.

By definition, welfare is the government granting any amount of money to any person or company that typically has some form of requirement (the requirement in question is subject to what the welfare is for).

TANF (Temporary Assistance for Needy Families) is often used as the primary scapegoat for all welfare. In truth, it is only one of multiple different programs used to allocate funds.

TOPS is welfare, it's just welfare we like because it benefits anyone who meets the qualifications.

All welfare is beneficial. TANF itself isnt bad, it's just abused. The same could be said for TOPS since it doesn't work the way it was originally intended.
