That's putting one of them out of what they are best at.
Allen runs mainly cover 3 zone or cover 1 man with the FS playing deep middle most snaps.
Whoever of those 2 is drawing deep middle is going to disappear/get burnt just as bad or worse than Williams.

our best use for Gardner-Johnson is nickel back.... allows him to play close to the line of scrimmage, on the edge, where he can be a threat to rush the passer, come up in run support, or play underneath vs. a WR...

I've said it before but he is like a faster version of Vaccaro. Can cover the slot and the short stuff and is excellent in the box (blitzing and run defense).
Keep using him as that Joker on defense. Then rotate in Bell/PJ as needed (depending on 3 or 4 receiver sets) and keep Williams as the deep FS.
Then if we need choose who you feel is better (Bell imo) this offseason between Bell and PJ and let the other walk if not cheap.
