for some it is and for others it isn't. Recruits, just like the rest of society, don't come out of some mold where they all have the same personality characteristics.
Some may just like being in a place like Nashville, Athens, or Austen and like the campus and college life there more than in Baton Rouge or Tuscaloosa. Some have always wanted to get out of state and some want to stay close to home. Some may want a degree in a particular major from a certain university and some don't care about academics at all. All kinds of considerations besides just being on the best football team they can get on.

NOw I think last night was huge though for recruiting, just how well Burrow came off and how emotional and inspiring it was and same for Coach Orgeron and LSU. Also LSU's current spot in the football world and the state of its football program is a big deal but it is not the end all be all.
